Why are there so many stray cats in Israel?

Anybody from Israel know why? No political trolls please. I have been to Israel on vacation and everywhere you go there is stray cats. Sometimes stray cats would live under decks, in alleys, or sometimes even raid restaurants when the door is carelessly left open. There were so many stray cats that my little sister was counting them during the entire trip. Israel's streets are clean so why are they so many stray cats in that country?
