Can I call the cops if my neighbors keep doing this?

I'm a college student, and this is my first time living alone. I've never called the cops on anyone before, so I'm just curious if I can call the cops or if I just need to deal with it. My neighbors across from my upstairs apartment keep slamming their door OVER AND OVER. People keep walking up and down the stairs, slamming the door, etc etc. It's 3 a.m. and they've woken me up several times. I have class in the morning and I'm basically just getting annoyed. I've never had this problem before with my neighbors, other then them being a little on the loud side occasionally. I took a peek out of my peephole and it's a three or four different people that keep going up and down the stairs and going in and out of the apartment and they just carelessly let the door shut and it vibrates my whole apartment, not to mention the noise of it closing. This door opening/closing is happening every 2-3 minutes, not to mention they keep making my dog bark like a mad man (can you blame her?). I'm a 20 year old Caucasian female, and the people making all this noise are African American, they look around the same age as me. I'm not comfortable with opening my door at 3 in the morning to ask them to be quite, as you can imagine why. So should I call the cops? Or just not get any sleep? PS) I'm NOT exaggerating.
