How do i make my neighbor park his car not in my way?

My neighbor are not so nice people. it's not the first time i have this question to ask. whenever i am on my way out of street or back to home. he parks his car so carelessly that it is always in middle of the street and i could not drive pass him. my street is a dead end street so there is only one way in. and it's only mine and one more house who suffers the situation, But my other neighbor does not really live here so it's just me. my car is way bigger than his and i think he is a little jealous too. i had a few almost fight situations too with him before, so my parents sort of don't allow me to talk to him. now i cannot ask my dad to ask him to move his car every time i drive by. Not sure if police can help with such problem. is there anything else i could do?
